Do higher class people move their faces slower when speaking and making facial movements?

I feel like when I watch people on camera, old-rich or born and raised and contiguously upper class people move their faces slower. Trump does not count, he is Nouveaux Riche i believe.
Their lives are theoretically less precarious so it kinda makes sense

This premise confuses me. You seem to be implying that "high class" "upper class" and "rich" all mean the same thing

I disagree. There are plenty of very classy people who are neither rich nor part of the upper class. There are plenty of people who are in the upper class who not only are not classy, but who are actually quite crass and disgusting. Also there are plenty of so called "upper class" people who have lost most of their wealth and are just struggling to keep up appearances.
I'd say they are three very different and distinctive terms. They certainly can cross over each other a lot but that doesn't make them all the same thing.

I dont view them less positively or more negatively for that per se, I just think they are brought up with less emotional response to normal things that would drive a more visceral and visually apparent result in most regular people

There is a "class" concept by Pierre Bourdieu, that in short says: everyone belongs into social fields (~ classes) depending on their economic, cultural, and social capital and every field brings a certain set of what I would in short call socially accepted behaviour - his term is habitus. It is possible to move from one social field to another but it comes with cost. For example, moving upwards in society because one gains a lot of money, might get this person into a "higher" field. But their habitus might not change because that requires the person to learn the new acceptable behaviour. The person can learn, but because it doesn't come naturally you could probably see their struggle maintaining the ne habitus.
Therefore you can determine from their behaviour/looks, if they're nouveau rich etc..My description of Bourdieu's concept is probably very flawed, sorry about that!
Apart from that, I think, less moving faces could have resulted from using anti aging products.

I agree with the other commenters that you are probably seeing botox in the celebrities, or at least some kind of media training which makes them act unnaturally.
IRL, I'm not sure if it's limited to posh people but I have noticed that smug people will often talk slowly - as if savouring the sound of their own voice - perhaps closing their eyes slightly as they are speaking as if in deep recall.
