Article doesn't mention what's proposed here or what the EU will provide to Ukraine in return.

Unless we see boots on the ground I don't think Zelenskyy should be signing anything at this point

Maybe heaps of cash to buy weapons with?

Edit: it also might show the USA that they are not alone and can't force any deal down their throat.

I mean multiple EU countries have said they'll deploy peacekeeping forces, so that's already a given.

I'd only call it a given, once the soldiers are actually in Ukraine.

France has been talking about it a lot, but their government is weak and they struggle to pass a budget, whit the last government already having fallen apart over passing a budget.

            https://apnews.com/article/france-politics-prime-minister-bayrou-budget-confidence-ed939b7afd004e50a3831e75db318454

Pensions are a huge issue as well as France struggling with its archaic energy grid based on expensive nuclear power, with new stations being far more expensive than scheduled.

While Macron loves to talk about boots on the ground i don't see France actually having the means to do so in relevant numbers.

Unless there's a insurrection in Russia and troups need to be redeployed, I'm skeptical of Ukraine regaining their lost territory.

The negotiations could be related into an investment package vis a vis we process minerals to develop our military industrial complex and you get weapons and money.

The crucial thing here, and why I think this kind of negotiation would be lacking, is time. These things need time and that's something Ukraine has little of.

I'm sure it's win-win, just like the IMF loan that required Ukraine sell off state assets.
