    The issue here was that they relocated their production (to Thailand) in order to circumvent tariffs. This wouldn't apply to Model Y since it already is being produced here.

    Is "circumvent" the right word to use here? Isn't it the intended outcome of tariffs that imports shift out of tariffed countries?

                  That's the intended outcome when your goal is to hurt a foreign market, but not when your goal is to strengthen your local market.
