Simply because they know it's not something they could get away with. They're smart enough though to have people like you believe that's not what they want, I'll give'em that. What they're after is what they think they can achieve, which is to ethnically cleanse Gaza and the West Bank altogether and push the Palestinians out, and they're using what hamas did and whatever lies they spiced up on October 7th as an excuse.
