This is not universally true in all states. For example the age of consent in Kansas is 16, and Missouri it is 17. The close age gap stuff starts at 14 and is within 3 years of age for both states.
Statutory rape in both states does not apply once they reach the age of consent.
Good info to know as a parent who lives near the border.
