Strangely a lot of the more official looking ICE guys appear to be Hispanic or Latino. The ones that wear the vests and brown shirts anyhow.

Easy there, boss. That depends heavily on what state you're in. And the ones that have "stand your ground" and "castle doctrine" are usually the ones where local police are openly coordinating with ICE.

Why would the cops do anything?
They'd have to respond to a call about masked men looking dangerous. They'll force ICE to identify themselves. They'll also likely come with sirens and make a scene and it might alert their victim and help them avoid the situation.
They won't actually stop them though.
