        The claim seems really stupid, but I wanted to get some more information about wind speed reductions caused by turbines. I found this article that explicitly mentions the North Sea:

        Researchers at Technische Universität Braunschweig and the Karlsruhe Institute of Technology (KIT) have studied the wind speed reduction effect in large wind farms along the North Sea coast. The result? The wind blows more slowly for up to 70 kilometres behind the offshore wind farms.

        That is a fairly long distance, which does require a bit of coordination close to the borders, but nothing more.
