Now the breakup of Five Eyes would be a good thing for Americans. By law, the US spies are not allowed to spy on US citizens, and similar rulings exist in other countries, too. To circumvent that, they just call on their partners agencies - for a Canadian foreign espionage agency, spying on US citizens living in the US is legal in Canada after all - they are foreigners. So the Americans drop a hint about someone they want to look into to one of their international partner agencies, they look into it, and then report back if they find something. The US does the same service to the other Five Eyes partners. You scratch my back, I scratch your back.

That’s making a massive assumption that the alphabet agencies give a toss about legality.

There you are right, of course. But why risking anything if there is a clean solution by outsourcing it?
