Ironically, Hungary, which hasn't switched prime minister in 15 years, is higher than Romania on this index. So take from that what you will.

Yeah, but I'm not sure what metrics they're using, but it's pretty clear from the context. An analogy, if a student doesn't turn in homework, actively tells a teacher to fuck off, causes disruptions that harm other students; technically they haven't failed until grades are turned in.
