Over time, yes. We're already seeing blacklists form for various reasons.
Taking the email route can be dangerous many people who want to selfhost mail end up in the spam and the process itself is a hassle in the first place.
Except there isn't a better option. A fully anonymous system can't fight spam if there isn't friction in creating new accounts.
