The 10 sec penalty is a joke. Russell got a drive through for cutting a chicane last week.

It all comes down to F1 narratives and what story they want to tell. Max is the only one bringing it to McLaren right now, so they aren't going to take him out of contention on penalties. Hopefully Ferrari or Mercedes will clean up their act and make Max not an issue for the rest of the year
