Your logic is the first step in what we call "blaming the victim". In reality minors often end up in bad situations, but you don't get to blame them for older people's actions. Be careful here.

I don’t disagree that there’s no magical switch that flips at 18, but as a society, we have generally agreed that teenage sex be between teenagers. There is an imbalance of power and mastery of manipulation that comes with age when old men pursue young women.

Getting laid in your teens is one thing, an old man having sex with a teen is a whole other thing.
Age of consent in some countries for the lowest limit comes with a max age difference between the 2. E.g in Estonia it is 14 if the older partner is max 5 years older, but otherwise it was raised to 16, because all the losers cruising around middle schools picking up their girlfriends was getting pretty damn creepy. And it was always an older guy with a young girl because for some reason women in their late 20s or 30s didn't find 14 year old barely-legal guys particularly attractive or mature even before the raise to 16.

I'd guess it's "always an older guy with a younger girl" because men historically had the social leeway to go around soliciting children.
