It's unusual to see language like "it is understood that", but they do name the Irish Air Corp as the witnesses of the events. I wouldn't rule this out yet.

You do know that this isn’t the first time Russia has been messing with our cables, yeah? They’ve done it with other nations too so if you think this is scaremongering then you’re either not paying attention or acting in bad faith. I’m assuming the latter.
By the way, you’re wrong anbout annother thing: other publications (The Guardian and the Irish Mirror) did cover the incident. They refer to the source as a “friendly nation” so it’s obviously security related.
