It's the sound of an electric locomotive starting. Model number ES64U2. They come in many variants, but the heavily customised "Taurus" locomotives from the Austrian Federal Railways are most well known for producing this sound.

Portugal, Spain and Poland are also heavy operators of the ES64U2. But their custom variants may have different traction converters. So no saxophone concert while driving.

I live in Lithuania, and have been to Warsaw one time and the train was kinda old compared to the Lithuanian ones maybe the Polish one was a custom ES64U2.
