You are not tripping. That's what we all heard when android 16 was being developed. At this moment its only enabled in the android 16 QPR1 release. So uber will have to target that androids API version and add support to show them.
As for uber and uber eats already doing this. They use a custom implementation which works without using the new Live Notification API.
