To be honest I air on the side of literal too, it’s just in this instance I’ve been in many cubicles that just had broken locks so I figured this might be what they mean.

I have never seen a non lockable public toilet in my life
I have never seen one that isn't supposed to be lockable, but oh boy have I seen ones where the lock just doesn't work.

i have a cane and a purse that tend to do the job. hang the cane over the door, then hang the purse from the cane.
A purse? Perfect place to keep the drill.

Even that is kind of interesting, I've seen broken toilet stall locks maybe three times in my life, all of them on a train

now that i'm thinking about it, why not just get a cheap/decent magnet to slap across the gap? they tend to be made of cheap iron/steel

Just carry around a cordless drill, fasteners, and an assortment of sliding bolt latch parts so you can install your own. Be the change you something something whatever.
