With a probable closing of Department of Education soon we're also going to see the elimination of Pell Grants probably. So basically colleges are about to be gutted.

Foreign students often pay more tuition if I’m not mistaken
and university actively seek them out too, without they suffer financially. in the west state uni are suffering from under-enrollment so much they have to cut back classes and staff as it is, due to the lack of career development job search during covid. this will just add on to that.

They do, also it's a wider talent pool and more chance of recruiting the best and brightest.
its mostly because they pay alot more as a non-citizen and out of state, "the best student is usually secondary" its all about the money.

You're presuming universities exist to cultivate talent and procure tuition. But what if their primary purpose is to cultivate propaganda, gatekeep social clubs, grant bragging rights to fail kids, and provide sinecures to elite alumni and their friends.

New Haven, CT has one of the highest poverty rates in New England, despite being next door to Yale, home of an elite business school.
Few alumni seem to mind.
that maybe for places like harvard and yale, which has desires to return to a white student body, but not all universities have this desire.

But yeah , not going to their home countries uni maybe a question of their countries uni being 50 years behind (i attended uni in a 3rd world country as a chem eng and we were using equipment from the 60s and 70s)
probably less internship(if your lucky) and volunteer lab work as well.

Yeah they wanted to hurt the elite universities - but they missed their targets and will instead hurt all of the third tier state schools that actually have low enough barriers to cater to everyone.
