Chances of running into an actual FBI informant are pretty low in Germany. However, we do have "V men", i.e. informants for the interior secret service (Verfassungsschutz). "V men" are usually pretty well aligned with the organizations they are supposedly informing on though.

It’s a joke based on the fact that in the USA many of the attacks on a politician are first suggested by an undercover FBI agent. For example the attempt to kidnap Gretchen Whitmer, the governor of Michigan, was attempted by a group of men who got the idea from the FBI plant in the group.

I figured. This is why in the USA you are told that if you are attending a rally or event and a random person suggests engaging in criminal activity you get away from that person as they are a cop
