That assumes Luigi did it.
I mean he did do some great work on Civ 6, but he definitely isn't the same person that was caught on security cameras the day of the shooting, and if he was guilty then the police officer wouldn't have had to turn off their body cam while they planted the evidence in his bag.

This has happened a lot through history. In fact that last Hamas shitface tried to escape in one and I think he actually died in it lol
