Where I come from, nowhere near China, it's pretty common to see old men shirtless in their gardens. Hell, my neighbor pretty much just hanged around in his undies all day every day from May to September lmao

Maybe they think it's indecent to expose their nipples. We certainly seem to think like that when it comes to women's wear, see regular bikini tops.
