    I'm not being condescending, but "Freedom of speech" is, subjectively, the most subjective of all common English phrases.
    So finding an instance that aligns precisely with your subjective (ever-changing) 'freedom of speech' definitions depends on your flexibilities, but you'll never escape others' f.o.s. parameters.
    You can also spin up your own instance, but then others may just defederate if they don't like your subjectiveness.
