They need to prepare the paperwork and get through the process at which point they probably get sued again for something. This at least delays it. If at some point somebody wants to kill the project, that can happen as well.
In the meantime they paid a lot for the oil rig and do not make any money from it. Obviously having that kind of asset costs a lot in interest.
