The test was given to uneducated people, and they had to pass it to be allowed to vote.
The test was worded ambiguously on purpose, so the people grading it could decide who gets to pass.
The people grading it were election officials in Louisiana.You can guess what skin color they had, and what skin color the people who usually "failed" the test had.
