Russian women should wear mini-skirts more frequently to help boost the country’s birth rate, a local legislator has suggested.Another strategy - fucking during breaks.
"Being very busy at work is not a valid reason, but a lame excuse," he [Health Minister Yevgeny Shestopalov] said. "You can engage in procreation during breaks, because life flies by too quickly."
Asked when people who work 12 to 14-hour days would have time to procreate, Shestopalov replied: "During break times."
I believe they also have special fertility camps for young couples.
This ties in sexual aspects of fascism - the control over fertility and the obsession with the correct kind of sex.

As of 2024, the total fertility rate across Russia is estimated to be 1.41 children born per woman,[18] which is below the replacement rate of 2.1 and among the lowest in the world.[19] Subsequently, it has one of the oldest populations in the world, with a median age of 41.9 years.
I mean, I agree that they've got to do something, but I don't think that that this is likely going to do it. I don't think that the limiting factor here is sex appeal.
I'm also dubious about the information-control thing they've been doing:
