As of 2024, the total fertility rate across Russia is estimated to be 1.41 children born per woman,[18] which is below the replacement rate of 2.1 and among the lowest in the world.[19] Subsequently, it has one of the oldest populations in the world, with a median age of 41.9 years.
I mean, I agree that they've got to do something, but I don't think that that this is likely going to do it. I don't think that the limiting factor here is sex appeal.
I'm also dubious about the information-control thing they've been doing:

These young are from ethnic minorities, they don't count.

The invasion also drove quite a few people away from the country that are of an age to have children.

They used to be at the start of the war when the majority of the army was conscripts and normal soldiers. Most of those are dead now and have been replaced with criminals and people tempted by the very generous signing bonuses and debt forgiveness.
There's also the fact Russia just doesn't have many 20 year olds. The birth rate in Russia fell off a cliff in the 90s, so there are far more 40+ year olds.
