Possibly. I was going by the California plates on two of the cars but that doesn’t really mean anything.
Based on the flashy style lights around the sign, I'd guess Las Vegas. Super close to California, so that would explain the license plates.

This has me imagining an entire movie where you take Escape from Witch mountain, but make the bald butler dude actually an enforcer with the Italian mob helping the kids escape the CIA that wants to turn them into magical assassins.
