No usaid isn't a spy funnel, you don't need wildly unproven conspiracy for that when we can prove gun/drug sales in Central/South America pay for quite a bit of our grey area work.

No, I think they're a vehicle to finance right wing dissidents and propaganda in countries that don't bow to the empire like they did in Chile, Brazil, Haiti, Cuba, Afghanistan, Bolivia, Venezuela and Colombia, Someone else brought up the spies and I responded with fake surprise.
