I'm not sure we should put much faith in these scores.
I see Canada looking pretty yellow here, but we just had a provincial government call an early election and send out $200 bribe cheques. Sure they don't call it a bribe, but I haven't gotten a paper cheque from the government in years (direct deposit, yay) and now I have a paper cheque and a voter card showing up in my mailbox just days apart. It's getting pretty obvious over here.

Tbf, I was calling it 3rd world country with iPhones. Although I'm pretty sure the USA was one of the countries that invented the terms "1st/2nd/3rd world countries" as a way of dividing themselves from the brown poors

Also it's corruption perception, which is used as a proxy because actual corruption is basically impossible to measure, but it also makes the whole thing culture-dependent. Namibia is a good example: They consider themselves more corrupt than South Africa which they definitely aren't, they just have a lower tolerance for shenanigans.
