That's a UN resolution, not an actual cease fire. The cease fire would require agreement from the warring parties involved.

The reason why actual revolutionaries arm and train and organize is for the prospect of action striking back against the institutions of power. Not because it'll save any individual one of them. Fuck, being more likely to die is one of the first things revolutionaries against oppressive governments have to get through their heads.
