Well, it also makes it almost impossible for such a thing to actually happen short of a confession. I mean Pakistan has been implementing hudood 50 years and still hasn't had one of case of implementing the hadd for fornication or adultery (on the latter of which is punishable by death), because how are you going to get four adult males watching two people have sex? Pretty much all, if not straight up all, cases of honor killing are committed in direct contradiction to Islam, because they're fundamentally a cultural act, not a religious act.
Where can I read about the honor killings on English in detail: with rules, code, persecution of such practice? I'm not well versed in muslim-esque topics, so I can tell if sources are good or garbage only by my own intuition and it's unreliable.

Absolute bullshit. Honor killings are a systemic issue in the muslim world, a goddamned travesty, and it has nothing to do with how it's reported, especially not in this case.
This is making a classic media literacy mistake.
The argument being made is that we can disregard the source if the thing that the headline is about is a real phenomena, regardless of if the actual anecdote is true. I don't think you can ever disregard the source; we should always ask who told this story and why.
Also, OP definitely made a choice providing this url instead of another. Sensationalist headline? Mistake on their part? Lack of English language alternative?

It did. I don't know how common this is, but in The Netherlands a suspect doesn't have to be present for his trial, so he can get convicted even if he isn't there. Since we have good diplomatic ties across the world, we would likely pressure the host country for extradition. A lot of countries are willing to give up individual citizens to maintain that diplomatic relation.
Also, her brothers are also suspects and they are actually in custody.

How people speak about this like this is normal and ok is beyond me, but anyway, the influence is there, the belief that this is so immoral that is punishable by death it is there too. And the fact that nowadays this practice is so extended in this particular religion is another thing.
Of course the authorities of any country that is not a hell hole won't do anything about it even if they had these "four male adult witnesses", especially in any European countries, that might be a reason why the families do this on their own influenced by these barbaric beliefs.

Can a capital crime be tried in another country, or would this just be an 'honour hearing'?
In The Netherlands a suspect can be convicted of a crime even if he doesn't doesn't appear before court. He would be wise to send a lawyer in his place so he gets some form of defense, but if he doesn't the trial will still happen.

I was talking about state executions for adultery, which now that I think about it was not clear from the wording so apologies for that. I was trying to provide an example of how Islam delegitimizes the practice by making it almost impossible to meet the legal criteria for it, but as I said this is ultimately a cultural practice so without strong state intervention it's not going anywhere, no matter what the religion actually says.

Prosecution does have to verify the witnesses' accounts, and falsely accusing someone of extramarital sex gets you 80 lashes, so it's not quite that simple.

Report it to a male security guard (who, guess what, probably is also of the same ilk) and you get told to go on your way... It even attracts attention of other elders who overhear and stand and stare menacingly at you.

...I would speculate that by sending the letter, Khaled al-Najjar attempts to free his sons of complicity in the crime. Whether they are or aren't complicit, is for the court to determine. Getting the man back from Syria would be a priority for the court, but given the situation in Syria, this might be difficult to arrange.
The court seems to consider the brothers either plausibly complicit or a flight risk and decided not to free them on bail.
The brothers’ lawyers requested that they be released from pre-trial custody. They have been detained for almost 13 months. Both insist that they “had nothing to do” with their sister’s murder. But the court ruled that they’ll stay in custody until the next hearing in September.

If you're not from the UK then you might not know about Daily Mail news. This is a far right "news source" that has very poor journalistic integrity and often makes shit up. They have a very strong "anti-foreigner" agenda and heavily embellish or make up stuff to stoke up sentiment about "backward savages foreigners". They are not a reliable news source at all. Wikipedia does not accept Daily Mail as a source.
Personally: if I see a Daily Mail source, I wouldn't bother reading the story at all as the "news" will be of less value than used toilet paper. These turds thrive on writing rage-bait which then circulates on social media (this story currently has a higher upvote score than any BBC, Guardian, etc sourced news recently posted to this community).

They're not called honor killings in Islam; you're looking for hudood for the general category including punishment for illegal sexual conduct (known as Zina). The latter article has the rules you're asking for.
