Custom user group not showing up in Category Privileges

I created a "Trusted Users" category to restrict some privileges to users that have reached a certain reputation level. I'd like to control category privileges using this group. However, I'm not seeing it in the Group list on the relevant admin page:

I am running 4.0 with federation disabled.

Hi @alter_kaker! You'll want to press the "Add Group" button at the bottom right of the privilege table.

Keep in mind that privileges are additive.
