    Prestige and the perception of impartiality, alongside the ability to serve as fall guys. And to a significantly lesser degree they can tell you things you actually don't know or make recommendations when you're stuck because they're an outside set of eyes. What this means is when you decide to make a controversial decision they can take the heat in place of experts, and unlike internal experts you don't wind up in a particularly flimsy situation when you inform them of what they'll be suggesting. And if it all goes as poorly as it might you can blame them. (And everyone knows this so the consultants are shielded) And for the situation where you don't actually know what to do, theoretically thet may or may not be bad at it. If you're stuck you're stuck and not only can they possibly help, they can definitely provide cover for a bad call or an unwinnable situation To a certain degree they're a result of people in a position to spend large amounts of money whose job is to make calls.

    Your comment reminded me of number stations. They are radio broadcasts with seemingly random numbers getting transmitted every now and then. A well known one is "The Russian Buzzer" They are really long range, and just about anyone can listen in to these transmissions. But only a tiny number of people (in the buzzer's case maybe Russian spies) know the meaning and act on those signals. I guess my point is that ultimately nobody can really stop the signals, including dog whistles. And I think it's silly when people try to make some of those words taboo. For example if "roommates" is a code word for a queer couple living together the legit use of the word doesn't just disappear

    Nationalism as a function, to use your terms, doesn't have to specifically be a result of a desire for cultural identity. It might, but when speaking of it as a function it has a narrower meaning and doesn't have to carry additional baggage like that, though it may often imply it. When speaking of nationalism as ideology, it definitely fits my definition of evil, by putting artifical values above the wellbeing of people, which nationalism does by definition. Following that logic, nationalism as function isn't necessarily evil (though it may be if you flavor it with racism or such, like Confederation did), while nationalism as ideology necessarily is. I'm not sure what specifically you were disagreeing with, so I hope I made my point clearer.
